    What Does the NAEP Tell Us About Student Achievement in Arkansas?

    This brief discusses the most recent and historical NAEP data in math, science, reading, and writing. Arkansas’ NAEP results are compared to national and border state averages. Based on the most recent NAEP exams, Arkansas is performing slightly below the national average in reading, math, science, and writing. There is also data to support that Arkansas students perform less well in Grade 8 than in Grade 4 when compared to the national and border state averages. Arkansas, however, is among the highest performing states with regard to change over the last decade. Since 1992, Arkansas has gained on the national and border state averages. In addition, Arkansas’ black-white and Hispanic-white achievement gaps in reading and math are lower than over half of participating states

    The neighbourhood physical environment and active travel in older adults : a systematic review and meta-analysis

    BACKGROUND: Perceived and objectively-assessed aspects of the neighbourhood physical environment have been postulated to be key contributors to regular engagement in active travel (AT) in older adults. We systematically reviewed the literature on neighbourhood physical environmental correlates of AT in older adults and applied a novel meta-analytic approach to statistically quantify the strength of evidence for environment-AT associations. METHODS: Forty two quantitative studies that estimated associations of aspects of the neighbourhood built environment with AT in older adults (aged ≥ 65 years) and met selection criteria were reviewed and meta-analysed. Findings were analysed according to five AT outcomes (total walking for transport, within-neighbourhood walking for transport, combined walking and cycling for transport, cycling for transport, and all AT outcomes combined) and seven categories of the neighbourhood physical environment (residential density/urbanisation, walkability, street connectivity, access to/availability of services/destinations, pedestrian and cycling infrastructure, aesthetics and cleanliness/order, and safety and traffic). RESULTS: Most studies examined correlates of total walking for transport. A sufficient amount of evidence of positive associations with total walking for transport was found for residential density/urbanisation, walkability, street connectivity, overall access to destinations/services, land use mix, pedestrian-friendly features and access to several types of destinations. Littering/vandalism/decay was negatively related to total walking for transport. Limited evidence was available on correlates of cycling and combined walking and cycling for transport, while sufficient evidence emerged for a positive association of within-neighbourhood walking with pedestrian-friendly features and availability of benches/sitting facilities. Correlates of all AT combined mirrored those of walking for transport. Positive associations were also observed with food outlets, business/institutional/industrial destinations, availability of street lights, easy access to building entrance and human and motorised traffic volume. Several but inconsistent individual- and environmental-level moderators of associations were identified. CONCLUSIONS: Results support strong links between the neighbourhood physical environment and older adults’ AT. Future research should focus on the identification of types and mixes of destinations that support AT in older adults and how these interact with individual characteristics and other environmental factors. Future research should also aim to clarify dose-response relationships through multi-country investigations and data-pooling from diverse geographical regions.     Retrodiction with two-level atoms: atomic previvals

    In the Jaynes-Cummings model a two-level atom interacts with a single-mode electromagnetic field. Quantum mechanics predicts collapses and revivals in the probability that a measurement will show the atom to be excited at various times after the initial preparation of the atom and field. In retrodictive quantum mechanics we seek the probability that the atom was prepared in a particular state given the initial state of the field and the outcome of a later measurement on the atom. Although this is not simply the time reverse of the usual predictive problem, we demonstrate in this paper that retrodictive collapses and revivals also exist. We highlight the differences between predictive and retrodictive evolutions and describe an interesting situation where the prepared state is essentially unretrodictable.Comment: 15 pages, 3 (5) figure

    The role of economics in the QUERI program: QUERI Series.

    Background: The United States (U.S.) Department of Veterans Affairs (VA) Quality Enhancement Research Initiative (QUERI) has implemented economic analyses in single-site and multi-site clinical trials. To date, no one has reviewed whether the QUERI Centers are taking an optimal approach to doing so. Consistent with the continuous learning culture of the QUERI Program, this paper provides such a reflection. Methods: We present a case study of QUERI as an example of how economic considerations can and should be integrated into implementation research within both single and multi-site studies. We review theoretical and applied cost research in implementation studies outside and within VA. We also present a critique of the use of economic research within the QUERI program. Results: Economic evaluation is a key element of implementation research. QUERI has contributed many developments in the field of implementation but has only recently begun multisite implementation trials across multiple regions within the national VA healthcare system. These trials are unusual in their emphasis on developing detailed costs of implementation, as well as in the use of business case analyses (budget impact analyses). Conclusion: Economics appears to play an important role in QUERI implementation studies, only after implementation has reached the stage of multi-site trials. Economic analysis could better inform the choice of which clinical best practices to implement and the choice of implementation interventions to employ.     Early childhood development and social mobility

    Steven Barnett and Clive Belfield examine the effects of preschool education on social mobility in the United States. They note that under current policy three- and four-year-old children from economically and educationally disadvantaged families have higher preschool attendance rates than other children. But current programs fail to enroll even half of poor three-and four-year olds. Hispanics and children of mothers who drop out of school also participate at relatively low rates. The programs also do little to improve learning and development. Barnett and Belfield point out that preschool programs raise academic skills on average, but do not appear to have notably different effects for different groups of children, and so do not strongly enhance social mobility. In such areas as crime, welfare, and teen parenting, however, preschool seems more able to break links between parental behaviors and child outcomes. Increased investment in preschool, conclude Barnett and Belfield, could raise social mombility. Program expansions targeted to disadvantaged children would help them move up the ladder, as would a more universal set of policies from which disadvantaged children gained disproportionately. Increasing the educational effectiveness of early childhood programs would provide for greater gains in social mobility than increasing participation rates alone. The authors observe that if future expansions of preschool programs end up serving all children, not just the poorest, society as a whole would gain. Benefits would exceed costs and there would be more economic growth, but relative gains for disadvantaged children would be smaller than absolute gains because there would be some (smaller) benefits to other children.early childhood education; social mobility; benefit/cost analyses; income disparity; disadvantaged children

    How Much Can High-Quality Universal Pre-K Reduce Achievement Gaps?

    Many children of color and children from low-income families enter kindergarten without the academic skills they need to succeed. Compared to their white peers, African American and Hispanic children are anywhere from 9 to 10 months behind in math and 7 to 12 months behind in reading when they enter kindergarten. These achievement gaps are concerning: Math and reading abilities at kindergarten entry are powerful predictors of later school success, and children who enter kindergarten already behind are unlikely to catch up. Moreover, in the past 50 years, minimal progress has been made toward reducing these achievement gaps. Ensuring that all children are entering kindergarten with the foundational academic skills they need to succeed is a major priority for researchers, policymakers, and practitioners alike. Early childhood education programs show promise toward this goal. Research suggests that participation in a high-quality early childhood education program can enhance children's development, reduce achievement gaps at kindergarten entry, and even have long-term benefits for children's school trajectories. However, access to high-quality pre-K in the United States remains quite low and highly unequal due to two problems. First, although pre-K attendance has increased in the past two decades, rates of access to early education vary widely as a function of children's socioeconomic backgrounds: African American, Hispanic, and low-income children are less likely to access center-based early childhood education than their white and more affluent peers. Second, the quality of most early education programs -- particularly those attended by low-income children of color -- is not high enough to substantially improve academic readiness. Recognizing the tremendous potential for high-quality preschool to improve children's outcomes, this report considers how a universal publicly funded prekindergarten program in the United States could decrease both disparities in access to early learning and achievement gaps at kindergarten entry. Data from two nationally representative datasets and prior results from evaluations of high-quality universal pre-kindergarten were analyzed to estimate the extent to which a national high-quality universal pre-K, or UPK, program would reduce achievement gaps at kindergarten entry based on children's race/ethnicity and income

    Effects of self-phase modulation on weak nonlinear optical quantum gates

    A possible two-qubit gate for optical quantum computing is the parity gate based on the weak Kerr effect. Two photonic qubits modulate the phase of a coherent state, and a quadrature measurement of the coherent state reveals the parity of the two qubits without destroying the photons. This can be used to create so-called cluster states, a universal resource for quantum computing. Here, the effect of self-phase modulation on the parity gate is studied, introducing generating functions for the Wigner function of a modulated coherent state. For materials with non-EIT-based Kerr nonlinearities, there is typically a self-phase modulation that is half the magnitude of the cross-phase modulation. Therefore, this effect cannot be ignored. It is shown that for a large class of physical implementations of the phase modulation, the quadrature measurement cannot distinguish between odd and even parity. Consequently, weak nonlinear parity gates must be implemented with physical systems where the self-phase modulation is negligable.Comment: 7 pages, 4 figure

    Does Size Matter? School Consolidation Policy Issues in Arkansas

    Providing a reasonable education for all students in Arkansas is a legal responsibility explicitly mandated by the state’s constitution. Consistent with the long-standing American tradition of “grassroots” control of education, public schools in all states are funded and managed first and foremost at the local level. The federal government can and does enact legislation with which schools must conform. Directly or indirectly, federal mandates provide significant amounts of monies to support particular types of school services and programming. But ultimate responsibility for financing and operating schools devolves on state government. In Arkansas, it has been held, the state must provide “a general, suitable, and efficient system of free public schools” (Lakeview v. Huckabee, 2001)
